Amnesty links Cambodian casino sites to scam compounds at 12 locations
Amnesty International said its review connected at least 12 sites linked to reported abuses with recognised casino complexes in Cambodia. The organisation said the CGMC approved casino operators’ project plans in December 2025 and January 2026, while victims reported being detained, abused and forced to work in scam operations on casino grounds. Amnesty called for licence withdrawals, independent investigations and prosecutions; the CGMC and companies had not responded to its findings at publication.
The findings raise questions about casino licence oversight and the responsibility of operators, owners and financiers.
