AGCO updates cannabis licensing fine schedule with two offences

Ontario’s Alcohol and Gaming Commission (AGCO) updated its cannabis licensing fine schedule on 5 December 2025 after changes to Ontario Regulation 468/18. The schedule adds two offences and their maximum fines, covering cannabis sales between retail authorisation holders when one has applied to cancel its authorisation; the regulatory changes took effect on 1 January 2025.
Cannabis retailers need to account for the new offences and the maximum fines that may apply to transfers between authorisation holders.
