Italy's ADM has revised the timetable for the entry into force of the new "Sistema del concessionario", replacing the previous deadline of 13 November 2026 with a phased schedule, citing Maria Letizia Mancini, senior associate at WH Partners Italy, published on the law firm's website. The revised plan distributes verification, certification and technical adjustment work over time among concessionaires, service-provider concessionaires (CFS), verification bodies (ODV) and technology suppliers.
The schedule adopted by ADM on 7 October sets four stages: 13 November 2026, 13 January 2027 and 12 February 2027, with progressive obligations for CFS and concessionaires, and the new system entering production on 15 February 2027. By 13 November 2026, the results of conformity checks on CFS applications must be uploaded and the components needed to populate the "library" must be certified. By 13 January 2027, the results of conformity checks on applications from concessionaires intending to use gaming systems supplied by CFS must be uploaded. The 12 February 2027 stage concludes the technical-functional verification, which is distinct from the conformity check and is intended to establish that the system works correctly in the configuration used for the concession.
According to the report, the 13 November date is no longer a deadline but the first technical prerequisite allowing the next part of the chain to proceed. The sequence is built so that certified systems and components made available by CFS come first, after which concessionaires using them can complete their own verification. A concessionaire using systems supplied by a CFS cannot complete its certification path independently if the CFS system has not yet been verified or certified.
The report says the new Sistema del concessionario, as set out in the technical rules, covers not only a single technology platform but all technical components of the system and their operation and interaction: gaming systems, platforms, communication protocols, gaming accounts and other components, together with conformity checks, certifications and technical-functional verifications. ODVs are independent bodies under agreement with ADM that carry out the technical conformity verification of the concessionaire's system. The stated aim is to reach the system's entry into production with infrastructure that is fully verified, reliable and compliant with the new technical requirements.
