ADM official describes Cosenza investigation and gambling machine seizures

An investigation into alleged irregularities in the management of gambling machines in Cosenza required officials from across Italy, according to Luca Turchi, a director at the Agenzia delle Dogane e dei Monopoli (ADM). Turchi told the Corriere della Calabria that the inquiry was particularly complex and drew on numerous officials working on controls in the Cosenza area.

The operation was carried out on 26 October by the Carabinieri of the Cosenza provincial command, with support from ADM personnel and under the coordination of the public prosecutor's office, Turchi said. It led to the execution of precautionary measures against 15 people. In the early investigative phases, 145 machines and about €80,000 contained inside them were seized. In November 2025, a preventive seizure, including for equivalent value, of more than €12m was ordered against an economic operator in the sector.

Turchi said many colleagues had taken part in control activities in the Cosenza area over time, coming from various parts of Italy including Trieste, Palermo, Bari and Turin. He said this work had made possible the seizures cited by prosecutor Capomolla and the asset measure of particular economic significance. He added that ADM personnel daily handle ship arrivals, goods controls, inspections of tax and commercial warehouses and analysis of gambling market flows.
