Italy's ADM used an analysis of gambling data to help identify suspected tampering with slot machines at the centre of an investigation by the Cosenza public prosecutor's office, which on 26 October carried out 15 precautionary measures. The checks were carried out by the Carabinieri and ADM personnel, according to Luca Turchi, director of ADM's games control office, who spoke at a press conference on the operation.
According to the investigative account, the machines were modified by installing cloned electronic boards that allowed part of the stakes to be withheld from accounting on the national telematic network and, as a result, from the tax levy. Turchi said the alteration of the boards was not easy to detect, that staff in Rome analysed the play data and found several anomalies, and that decryption of the seized files then showed a system involving several people.
The anomalies found in the data analysis directed checks towards the suspected machines, and the subsequent investigative work, including analysis of seized computer material, allowed links between those involved to be examined, according to the account. The inquiry follows investigations that in November 2025 led to a seizure of assets worth more than €12m as part of checks into an alleged system for diverting stakes from the official network.
The new phase also includes the alleged involvement of an ADM official in Cosenza, accused of providing confidential information on checks and inspections in exchange for money. Turchi said the administration was sorry about the official's involvement and that the action of one individual does not undermine the work of all staff. The investigations, coordinated by the Cosenza public prosecutor's office, continue to examine individual responsibilities and to reconstruct how the alleged system operated.
