The city council of Świnoujście issued a favourable opinion on 29 October 2026 for a proposed casino site at ul. Bolesława Chrobrego 10, according to the city. The opinion is a condition for the next stage of the procedure but does not permit gambling operations; a concession from Poland's Ministry of Finance is still required.
A casino previously operated in the building, which the city said was originally built for that purpose. The property is to be renovated before any reopening.
Provitel, Arminotto and Zjednoczone Przedsiębiorstwa Rozrywkowe S.A., known as ZPR, submitted applications for the address. The three companies are connected: register data show ZPR holds interests in Provitel and Arminotto, so the applications come from within the same corporate group.
The ZPR group, built by Zbigniew Benbenek, is among the established participants in the Polish gambling market and operates the Hit Casino chain; it is also active in the media business, among other areas.
Council members assessed the project differently. Supporters expected additional impetus for the city, while other members expressed doubt about whether Świnoujście needs a casino. Company representative Filip Kaczmarski held out the prospect of about 30 to 40 jobs, according to Radio Szczecin.
The Ministry of Finance decides on the required concession. A tender for a casino concession in the West Pomeranian Voivodeship is running in parallel, with bids due on 5 November 2026 and opening scheduled for 18 November. The tender covers the whole region and therefore does not guarantee Świnoujście an award.
The publications reviewed do not make clear which of the three companies would take over operations if awarded. They also contain no firm opening date and no specific figures on investment volume. Completion of the concession procedure and preparation of the building for the planned use are required first.
