VNLOK warns Dutch ad ban could benefit unlicensed gambling operators

Regulation

Dutch licensed-operator association VNLOK warned that a proposed ban on gambling advertising could make legal providers less visible and benefit unlicensed operators, reportedly. It cited data showing unlicensed firms placed 97% of gambling adverts on Meta platforms in Q4 2025. The Netherlands’ coalition government has also proposed assessing a cap on legal providers and tightening duty-of-care requirements.

The proposed advertising and licence restrictions could affect operators’ visibility and market access in the Netherlands.
