UKGC orders L & L Europe to pay £900,000 over withdrawal delays

L & L Europe Limited will pay £900,000 as part of a regulatory settlement with the UK Gambling Commission, the regulator said on 21 October 2026. The Commission said the failures included unnecessarily delaying consumer withdrawals. The operator runs seven websites, among them allbritishcasino.com, casinocasino.com and hypercasino.com.

On withdrawals, the Commission said one term and condition stated that customers could request only one withdrawal at a time and could not request another until the original had been authorised, which the Commission said is unfair under the Consumer Rights Act 2015. It also said manual reviews of every fifth or tenth withdrawal for some customers led to those customers having to supply additional information before withdrawals were processed. Commission requirements state that a withdrawal request must not result in a requirement for additional information as a condition of withdrawal where the licensee could reasonably have requested that information earlier.

According to the Commission, the operator's anti-money laundering and social responsibility controls were also deficient. The regulator said the measures used to spot money laundering and terrorist financing risks relied heavily on financial thresholds and on sampling at fixed thresholds, instead of being driven by risk factors and customer risk profiles. The Commission further said the business failed to follow its own customer due diligence procedures, citing the risks of newly opened bank accounts and of money in bank accounts whose origin was not shown to be employment, business income or savings.

On social responsibility, the Commission said safer gambling alerts flagging potential harm, such as time spent gambling or failed deposits, were activated on some websites but not across the operator's entire suite of websites. It also said the operator had no process to evaluate the effectiveness of its overall approach to customer interaction.

Sue Young, Executive Director of Operations at the Commission, said consumers should be treated fairly and that winnings should be withdrawable swiftly without hindrance from unfair terms and conditions or from checks not carried out at an earlier stage. She said there may be occasions when a business can ask for information at withdrawal to meet legal obligations, but that this was not the case here. She said the case was a reminder that the Commission will act when gambling is not fair and open, although much of its enforcement action relates to anti-money laundering and social responsibility failings.

The Commission published a public statement about L & L Europe Limited on 21 October 2026. The source gives no appeal status and no statement from the company.
