A Gambling Commission investigation into anti-money laundering and social responsibility failures has led three casino operators owned by Rank Group PLC to pay £5m, the regulator announced on 7 October 2026. The operators are Grosvenor Casinos Limited, Grosvenor Casinos (GC) Limited and Gaming Group Limited. Together they operate 51 casinos across Great Britain. The companies will additionally be subject to a third-party audit covering their anti-money laundering and safer gambling policies, procedures and controls.
The Commission listed several anti-money laundering failures. It said the operators did not update their AML policies to reflect changes to the Money Laundering Regulations in 2020, and that their policies, procedures and controls allowed inconsistent decisions for customers with elevated money laundering risk. It also said unclear policies led to inappropriate risk levels being assigned to high-risk customers, that high-risk sources of funds were used without appropriate scrutiny, and that enhanced customer due diligence checks were not carried out when the operators' own policies required them.
On social responsibility, the Commission identified three customers who were let down. One lost £50,000 without the operator carrying out safer gambling interactions. Another won roughly £260,000 over a short span, then lost about £250,000 across 12 days, and the operator held no record of any safer gambling interactions with them. A third had come back after a period of self-exclusion and was not engaged on safer gambling until losses reached £25,000.
The Government’s Consolidated Fund is to receive the settlement in full, amounting to £5 million. Sue Young, Executive Director of Operations, said: "Larger enforcement cases are often associated with online gambling but, as today’s announcement shows, the risks of anti-money laundering and social responsibility failures are equally alive in the land-based sector." She went on to advise every premises-based operator to examine this case closely, so that their own business avoids the same mistakes and the costly, inevitable Commission action that follows.
The Commission published a public statement about Grosvenor Casinos Limited on 7 October 2026.
