In brief
- Sweden's Administrative Court of Appeal upheld warnings and fines against Hillside (Gaming) ENC and Hillside (Sports) ENC.
- The fines are SEK4m and SEK40m respectively, a total of SEK44m.
- The court found serious breaches of player-protection duties and deposit-limit rules and dismissed the appeals.
Sweden's Administrative Court of Appeal has upheld the warnings and financial penalties imposed on Hillside (Gaming) ENC and Hillside (Sports) ENC, finding that both companies committed serious breaches of player-protection duties and of rules on deposit limits. The court dismissed the appeals the two companies brought against the sanctions, according to a decision made public on 14 October 2026.
The penalties are SEK4m for Hillside (Gaming) ENC and SEK40m for Hillside (Sports) ENC, a total of SEK44m. The appeal court held that the violations were serious enough to justify a formal warning together with a financial penalty, and that the measures were proportionate to the breaches it identified.
The ruling confirms an earlier decision by the administrative court of first instance, which had found that the Swedish gambling legislation had not been complied with, in particular the obligation on operators to protect consumers from the risks of excessive gambling and to observe the rules on deposit limits. The appeal court agreed in full with that first-instance assessment.
