DOCV director Julia Lensing disputed the GGL’s estimate that illegal online gambling accounted for 22.97% of Germany’s market in 2024. She also called for changes to gambling rules and more market data from the GGL.

The ruling is provisional, not a final decision on the measure’s validity.

The resolution also requires the restoration of its website domains and of the payment, financial and operational services it needs. The terms stay in force until the court has examined the case or reaches another decision.
