The town council of San Javier, in the Murcia region of Spain, has opened a public-information process on a direct concession to the Organización Nacional de Ciegos Españoles (ONCE) covering 3.63 square metres on Avenida Sandoval in Santiago de la Ribera. According to the notice published in the Boletín Oficial de la Región de Murcia, the space is to be used for the installation of a kiosk selling coupons and other gaming products.

The arrangement is a direct demanial concession, under which exclusive use of a public-domain asset is awarded without a competitive tender to a specific entity. Interested parties have 20 days from publication of the notice to submit comments, suggestions or objections, and the file can be consulted on the municipal electronic office.

The notice is dated 16 October and is signed by the mayor, José Miguel Luengo Gallego. The municipal notice describes ONCE's offer using the same term as the private sector, "productos de juego".

The process coincides with the Día Nacional sin Juego de Azar, marked on 29 October. The Federación Española de Jugadores de Azar Rehabilitados (FEJAR) has called for that day to include mandatory identification for the cupón and the rasca as well, and for the debate on gambling to include public operators, according to earlier reporting.
