Rio Grande do Sul’s Reconstruction Secretariat is holding an online public hearing on 26 January to present a proposed concession for state lottery services. The plan covers fixed-odds betting and several lottery formats; public consultation submissions are due by 29 January 2026.
Prospective bidders and other stakeholders can assess the proposed concession terms and submit feedback before the consultation closes.

Governor Eduardo Leite plans to send an urgent bill to the Rio Grande do Sul legislature by the end of February to authorise four state lottery modalities. The final proposal is still being prepared, and the government has not decided whether to include sports betting; projections put first-year gross revenue at R$1.2bn.
Rio Grande do Norte’s finance secretariat opened accreditation for electronic payment providers serving the state lottery. Applications can be submitted from 24 November to 5 December 2025 under Public Call 002/2025, the secretariat said.
ABERT asked Brazil’s Supreme Federal Court on 25 August to suspend Rio Grande do Sul’s law restricting betting-platform advertising, as the measure took effect. The association argues that the state exceeded its constitutional powers and warns that differing state rules could create as many as 27 separate regimes; the court had not issued a final ruling in the account provided.
Brazil’s Association of Radio and Television (Abratel) asked the Supreme Federal Court on 21 August to join as an amicus curiae in a case challenging Rio Grande do Sul’s restrictions on sports-betting advertising. The state law bars betting advertisements on television, streaming, video-on-demand services and radio from 6am to 9pm; the underlying challenge was brought by the National Association of Games and Lotteries.
The National Association of Games and Lotteries (ANJL) welcomed the Prosecutor-General's Office opinion seeking suspension of Rio Grande do Sul's Law 16.508/2026, according to the association. The law sets state restrictions on advertising, promotion and sponsorship for fixed-odds betting platforms. ANJL said the opinion supports its challenge to the law, which it argues encroaches on federal powers.
