The Nevada Gaming Commission added Matthew Bowyer to the state’s casino exclusion list and declined to hold a hearing on Francis Citro Jr’s request to be removed, according to the report. The Commission acted unanimously in both cases. Bowyer was released from prison in March and is under home confinement; Citro has been excluded since 1991.
The decisions determine whether the two men may enter Nevada casinos.

Nevada Gaming Control Board agents filed a nine-count complaint against Sry Industries LLC, which operates Off The Rails in Lovelock, Nevada, alleging 19 recurring violations found in a review covering 1 September 2023 to 31 January 2026. The complaint says the casino failed to meet accounting, reporting, internal-control and other requirements; chairman Michael Dreitzer declined its owner’s request to surrender the licence, allowing disciplinary proceedings to continue.
The operators of The Venetian Resort Las Vegas agreed to a proposed $7.2m settlement with Nevada gaming regulators over alleged anti-money laundering failures involving Mathew Bowyer, the report said. The agreement requires Nevada Gaming Commission approval at its August meeting. The complaint concerns activity from 2019 to 2021, before Apollo Global Management acquired the property’s operations in 2022.
A media investigation found 87 domains offering betting and withdrawals across six Telegram channels, a month after Brazil’s provisional measure prohibited betting platforms. The channels had more than 43 mil subscriptions, and none of the domains ended in .bet.br; the Finance Ministry’s Secretariat of Prizes and Betting said it had blocked more than 47 mil illegal sites since the measure was issued.
