Nevada Gaming Control Board pursues nine-count complaint against Lovelock casino

Enforcement & compliance2 min read

The Nevada Gaming Control Board has filed a nine-count complaint against Sry Industries LLC, which trades as Off the Rails casino in Lovelock, Nevada, alleging violations of state gaming regulations. The NGCB issued the complaint after its chairman declined an attempt by the owner to surrender the licence, according to the complaint.

Stephen Laurence Young is identified in the complaint as the owner of Sry Industries. Regulators accuse the casino of neglecting to keep bankroll records as required, of not reporting drop box count times, and of maintaining gross revenue computations that were improper and inaccurate. The NGCB's Tax and Licensing Division agents further determined that the property did not follow internal-control procedures and did not keep accounting records that were accurate and complete, the complaint states.

The complaint further alleges the licensee did not complete a cybersecurity risk assessment, did not record and maintain progressive logs and did not comply with a condition imposed by the Nevada Gaming Commission. Count one accuses the licensee of an unsuitable method of operation for failing to comply with NGC-imposed conditions.

A $10,000 fine was accepted by the NGC in June 2025 as the resolution of a complaint concerning the casino's accounting efforts across several years. Three conditions won commissioners' approval, among them a requirement that Young bring in a compliance officer and an accountant who have gaming-industry experience, so that recurring accounting issues dating to 2019 could be cleaned up. Keeping an online slot system in use was another obligation placed on the casino under the settlement.

According to the newest complaint, Young breached two of those conditions: he did not hire an accountant and did not hire a compliance officer, which agents learned during an early-February visit to the casino. The NGCB chairman had to approve anyone filling either role beforehand. In the 23-page complaint, agents recount that their February 2 talks with the casino's manager showed Young had neither employed nor contracted a compliance officer or a bookkeeper, and that the agency had received none of the quarterly reports the conditions demanded.

The casino holds a nonrestricted Group II gaming licence, which limits it to operating slot machines only, according to the complaint. On 8 June Young ceased operations and tendered the surrender of the licence. Under NRS 463.1447 and NGC Regulation 7.025, Chairman Michael Dreitzer declined to accept the surrender, allowing the complaint to proceed. Regulation 7.025 governs the jurisdiction of the NGCB and NGC over disciplinary proceedings, while NRS 463.1447 keeps regulators' legal authority over licensees after they stop operating, close or attempt to surrender a licence.
