Regulation2 min read

In brief

  • Mozambique's Decree No. 61/2026 takes effect on 20 November 2026 for online casino operators.
  • Operators need a state concession, Mozambican incorporation, MZN100m share capital and 26% domestic ownership.
  • Transactions must be in meticais on .mz domains, with data kept at least 10 years.
  • Blocking orders against unlicensed platforms must be implemented within 48 hours of notification.

Mozambique's Ministry of Economy said Decree No. 61/2026 will take effect on 20 November 2026, setting out licensing, ownership, financial and technological requirements for online casino operators, according to the ministry. The framework covers player protection and enforcement against unauthorised platforms.

The updated framework requires online casino operators to seek a state concession and to run their businesses as entities incorporated under Mozambican law. A concessionaire's capital must reach at least 100 million meticais, equivalent to US$1.6 million, and Mozambican investors must hold no less than 26 percent of the business.

The regulation provides for website-blocking measures and other action against unlicensed online gambling platforms. Internet service providers and telecommunications companies must implement blocking orders within 48 hours of notification.

Player-protection measures include voluntary deposit limits, self-exclusion options, temporary account suspensions and a ban on participation by anyone under 18. Article 90 lists 10 groups barred from playing online games of chance, among them minors, certain public officials, gambling regulators and their staff, employees of gambling companies, certain financial-sector workers, people who have self-excluded and those prohibited by administrative or court rulings.

Roulette, blackjack, baccarat, poker, bingo and keno are among the online games the rules cover, alongside virtual gambling machines. According to the government, the framework aims to reinforce responsibility, legality, transparency, traceability, security and player protection across the sector.

The decree follows Mozambique's first online gaming framework, approved in July 2026, and builds on the country's efforts to reform online gambling regulation.
