Oklahoma sweepstakes casino restrictions take effect on 1 November

Dual-currency sweepstakes casinos in Oklahoma face fresh restrictions that are due to be enforced from 1 November. Lawmakers had passed the measure earlier in the year by overriding a veto, the report notes.
According to the report, Oklahoma is one of many states moving against the model. Montana's law, passed in May 2025, was the first to target it specifically. California's AB 831, signed in October 2025, took effect on 1 January. New York's S5935A, signed in December 2025, took effect at once and allows fines reaching $100,000 for each violation. Indiana's HB 1052, signed in March 2026, lets regulators fine operators as much as $100,000, and Maine's LD 2007, signed in April 2026, treats sweepstakes casinos as unlawful gambling. Tennessee passed a statewide ban in May 2026 following months of pressure from the attorney general.
The report highlights whom the recent laws target as an important difference. Penalties in the more recent measures tend to fall on operators, not on individual players. Under California's AB 831, consumers were expressly spared from penalties. A tracker cited in the report tallies nine states whose laws in force ban or restrict dual-currency sweepstakes casinos, a group that will include Oklahoma once its law takes effect. A second count reaches about 15 states once wider enforcement actions and existing gambling law are factored in.
That wider trend also takes in Iowa, per the report. Iowa's SF 2289 gave the Iowa Racing and Gaming Commission more power to seek injunctions and to issue cease-and-desist orders, and those enforcement changes began on July 1.
Massachusetts, Pennsylvania, Ohio and Hawaii could become future battlegrounds, the report says. It also raises questions about how Oklahoma's law will work in practice after it takes effect, and about whether Maryland and other states will return to failed proposals in 2027.
