In brief
- Morocco's draft 2027 Finance Bill projects MAD195m from betting deductions, lottery proceeds and SOREC profits.
- The draft proposes adding gaming winnings to cases that may trigger automatic tax assessment.
- The bill is open to parliamentary review; the change would apply to operations from 1 January 2027 if approved.
Morocco's Ministry of Economy and Finance released the draft 2027 Finance Bill (Bill No. 60-26) on 23 October, projecting MAD195m across three budget items tied to betting, lotteries and SOREC, the horse-racing body. The draft remains open to parliamentary review and possible amendment.
Of the MAD195m total, MAD90m would come from deductions on mutual betting and MAD80m from lottery proceeds. The remaining MAD25m is booked as expected profit distributions from SOREC, the Royal Society for the Encouragement of the Horse.
The draft also targets Article 228 of Morocco's General Tax Code, the rule governing automatic tax assessment. Gaming winnings would be added to the list of triggers for that procedure. The trigger would apply where filings arrive after the legal deadline or lack required content, in line with applicable legal requirements.
According to a Hespress report, if the bill is approved in its proposed form, the change would apply to operations started on 1 January 2027. The Government Council approved the draft on 20 October before the ministry released it.
