ANJL, IBJR and Anseja asked Brazil’s Federal Supreme Court on 3 November to suspend Provisional Measure 1.394/2026 until Congress votes on it or the court rules on its merits. The associations said operators had each paid BRL30 million for five-year licences and warned that the measure could leave those fees unrecoverable; Anseja estimated potentially affected tax revenue at BRL12.7 billion or more.

A study commissioned by the Dutch Ministry of the Interior and Kingdom Relations and the Temporary Organisation found that 25% of surveyed recent gamblers in Aruba fell into moderate- or high-risk categories. DOCV director Julia Lensing disputed the GGL’s estimate that illegal online gambling accounted for 22.97% of Germany’s market in 2024. Lensing cited an unpublished research update that she said put illegal operators’ share of online playing time at 57% in 2025; the findings could not be independently checked. She also called for changes to gambling rules and more market data from the GGL.
