Norway’s Lotteritilsynet ordered additional monitoring and individual controls for Norsk Tipping’s online casino activity, according to the report. The regulator’s figures put the number of online casino users at about 400,000 this year, up from roughly 200,000 in 2020, with 50,000 newly activated in 2025.
The intervention may require Norsk Tipping to strengthen safeguards as its online casino audience grows.

It was reported that Norsk Tipping settled a lawsuit with customers outside court. The dispute concerned a technical error affecting Eurojackpot and Super Draw systems.
Norway’s state-owned Norsk Tipping allocated NOK4.2bn to sport in 2025, equivalent to R$2.2bn, according to the report. The report says the company distributes 64% of its betting revenue to sport under a legal requirement, while cultural and humanitarian organisations each receive 18%.
Norway’s Lotteritilsynet says pre-approved voluntary organisations can ask a bingo operator to receive a share of bingo-hall surplus through an assisted-bingo arrangement. Organisations need approval to run gambling before applying for a permit, and the approval fee is 2,000 kroner; payments from bingo halls are made four times a year, while Belago terminal surplus is paid twice yearly.
Norway’s Progress Party has reaffirmed its campaign to replace the state gambling monopoly with a licensing system. Speaking at the Norwegian Online Gaming Association’s annual conference, Himanshu Gulati said the party would prioritise licensing if government changed; the party has supported the proposal since 2021.
Norway’s Lottery Authority published guidance on 8 June 2026 covering workplace lotteries, bingo and similar gambling. Organisations and individuals may offer games with annual gross turnover of up to NOK200,000 without permission, but profits generally must go to a non-profit purpose; games exceeding that threshold require prior permission for eligible organisations.
