KSA opens tender for Dutch horse-racing betting licence in January 2027

The Netherlands Gambling Authority (KSA) will begin an open procedure in January 2027 to award the single licence for offline horse-racing betting, the regulator said. The licence covers pari-mutuel betting only and runs from 1 July 2027 to 30 June 2032. The current totalisator licence, held by ZEbetting & Gaming Nederland B.V., expires on 30 June 2027.

The licence authorises only horse-race betting on the pari-mutuel system. It covers physical operations such as taking bets at racecourses and at physical betting shops. Online gambling is excluded because it falls under the remote gambling licensing system.

The licence holder must pay the horse-racing sector 10% of gross gaming revenue each month. The obligation applies to bets collected during the month on the outcomes of trotting and flat races organised in the Netherlands.

The KSA will assess applications against requirements including legal form and registered office, business continuity, internal controls, reliability, integrity and outsourcing policies, incident management, and measures to prevent excessive participation, gambling addiction and gambling-related harm. It will also assess measures to prevent participation by minors, policies against match-fixing and proven experience in offering offline sports betting.

If more than one candidate remains after assessment, a second phase will follow in which a notary selects the winner by an unweighted draw, giving all candidates the same chance of allocation. A fee of €40,900 is payable in advance for handling the application and is non-refundable. Applications may be submitted from 4 to 31 January 2027.
