Kenya GRA consults on proposed gambling fees and tax rules

Regulation

Kenya’s Gambling Regulatory Authority is consulting on draft rules under the Gambling Control Act, 2025, reportedly drawing concerns from gaming operators about fees, taxes and compliance costs. The proposals include new licensing structures, advertising restrictions, foreign-operator rules and a government-backed national lottery. The consultation is scheduled to end in mid-April 2026, before submissions inform revisions ahead of Parliament.

The proposed fees, taxes and compliance rules could materially change operators’ costs and market access in Kenya.
