Kenya’s GRA urges lawmakers to reconsider proposed 20% tax on winnings

Regulation

Kenya’s Gambling Regulatory Authority urged the National Assembly’s Finance and National Planning Committee to reconsider a proposed 20% tax on gambling winnings during hearings on 26 May. The authority said taxing non-cash prizes and promotional credits would be difficult to enforce, and proposed limiting the tax base to cash deposits; the Finance Bill 2026 remains under parliamentary review.

Operators may face changes to the tax base if Parliament adopts the bill’s proposed treatment of winnings and cash equivalents.
