Kalshi adds fines and account bans for users who threaten athletes

Deals & M&A · SectorWire deskSource published 3 min read

Kalshi has partnered with London-based Signify Group to monitor abuse and threats directed at athletes and coaches in connection with its sports markets, the exchange said in a 14 October announcement. Under a new rule effective 27 October, abuse and threats connected to trading activity are barred, with penalties that can range from financial fines to permanent account closure, according to the exchange's regulatory filing as described by PredictionMarketPulse.

Under the arrangement, Signify's Threat Matrix service watches public social media for harassment, threats and abuse aimed at athletes, coaches and sports personnel, including posts connected to Kalshi's markets. Its software examines major social networks for posts falling into 32 categories of abuse and threats across more than 100 languages. Human analysts review each case to judge severity and risk, while an open-source intelligence team looks into matters needing further action. Investigators collect evidence for possible police referral when conduct may reach a criminal threshold, and that material may also be shared with sports organizations or law enforcement where appropriate.

Kalshi is now part of the Bad Actor Program, a scheme that ties confirmed abuse to action taken against the accounts responsible. Signify and Integrity Compliance 360 Inc., known as IC360, set up the program. Signify handles serious abuse and threat cases, while IC360's technology lets Kalshi check whether those responsible hold accounts on its exchange. Fanatics Sportsbook was the first legal US sports betting operator to join, doing so in late June, and Novig said on Oct. 19 that it is adding IC360's Bad Actor technology.

According to the companies, the initiative is aimed at conduct that is abusive, threatening or potentially criminal, and not at fair criticism or debate about how athletes perform. Kalshi described the measures as an addition to controls it already has, such as rules preventing athletes, coaches and others with relevant information from trading in their own sports markets. The exchange also operates monitoring and compliance systems within a wider market integrity framework.

Robert DeNault, who leads enforcement at Kalshi, argued that athletes and coaches ought to be able to compete "without facing abuse or threats simply because someone has a financial interest in the outcome of a sporting event." Writing in a Kalshi news post, he described the partnership as an additional means of spotting unacceptable behavior, one that will work together with the new rule to demonstrate that real consequences follow.

Signify CEO Jonathan Hirshler connected the partnership to prediction markets' expansion. He argued that athletes and coaches need protection from abuse linked to a person's financial stake in a game, and added that "Kalshi has rightly chosen to confront that directly." Hirshler further noted that the exchange is able to identify anyone who threatens an athlete and shut the account, with serious cases potentially carrying consequences beyond the platform.

A February-released NCAA study, titled Growth, Opportunities, Aspirations and Learning of Students in College, reported that 51% of Division I men's basketball players said they had faced social media abuse over their athletic performance. It also reported that 46% of them had gotten negative or threatening messages from a person who wagered on their game.

Evidence and trend data will flow to Kalshi to inform its enforcement work, and sports organizations may be given material when a case warrants it. IC360 has said the program's approach could be applied to other prediction markets as well.
