Italy's 2027 budget bill proposes extending the concession for managing instant lotteries, including those played remotely, until 31 December 2029. The provision is set out in Article 28 of the bill, according to the draft law.
The bill places an obligation on the concessionaire to pay the state a total of €188m during 2027. The sum is split into two instalments of equal size, each of €94m, with the first due by 31 March 2027 and the second by 30 September 2027.
The measure concerns the concession awarded under Article 21 of decree-law 78/2009, converted by law 102/2009, covering instant lotteries known as Gratta e Vinci through both the physical network and remote participation channels. The text extends the concession to the end of 2029 and does not provide, within the article, for a new award procedure.
The provision forms part of the wider intervention in the budget measure on public gambling concessions, which also includes extending concessions for betting, the telematic networks of AWP and VLT machines, and Bingo collection until 2029.
