Italy's 2027 budget bill contains a provision that would allow the Customs and Monopolies Agency (ADM) to open one or more dedicated bank or postal accounts for managing and paying instant lottery prizes, according to the bill text as reported. The measure concerns the receipt lottery, also known as the scontrini lottery, and refers to article 78 of the consolidated text attached to legislative decree 19 June 2026, no. 117, which governs that lottery.
Under the second part of the provision, prizes below the threshold set by article 49 of legislative decree 231/2007 could be paid on presentation of the winning ticket without the winner having to be identified. The anti-money-laundering threshold is currently €5,000. The text does not create a separate limit for lottery prizes but refers to the limit already in force, so the simplified collection applies only to winnings below that amount and remains conditional on presentation of the document entitling the holder to payment.
According to the examined text, the provision does not change how players take part in the receipt lottery and does not set new prize amounts or draw frequencies. It is limited to the payment instruments and collection procedures for instant prizes, with the stated aim of simplifying the operational handling of smaller winnings and reducing the requirements at the time of payment.
