IBJR warns Brazil tax increases could expand illegal betting
The Brazilian Institute for Responsible Gaming (IBJR) warned that higher taxes could push betting activity towards illegal operators, according to the report. The proposed PL 5.473/2025 would raise the tax on gross gaming revenue from 12% to 24%; the report says illegal platforms account for more than 51% of online betting in Brazil and generate about R$38bn a year.
A proposed tax increase could change the cost balance between licensed betting operators and the illegal market in Brazil.
