IBJR backs Brazilian measures targeting illegal betting operations

Regulation

The Brazilian Institute for Responsible Gaming (IBJR) welcomed Federal Decree 13.033/2026 and Ordinance 1.766/2026, which set rules for blocking funds linked to illegal betting and joint tax liability for financial institutions, payment companies and advertisers. The association said illegal betting generates about R$40 billion annually and costs public finances an estimated R$10.8 billion a year, citing research by Instituto Locomotiva and LCA Consultoria.

The rules place tax-related responsibilities on payment firms, financial institutions and advertisers connected to illegal fixed-odds betting.
