Hong Kong council warns prediction markets may constitute illegal gambling

Regulation

Hong Kong’s Investor and Financial Education Council warned that prediction-market platforms could constitute illegal gambling under local rules. In a statement, the council said contracts on these platforms are not investment products and users lack protections under the Securities and Futures Ordinance or oversight from the Securities and Futures Commission. It also highlighted risks including disputes, platform failures and cryptocurrency transactions.

The warning raises legal and consumer-protection risks for prediction-market platforms and their users in Hong Kong.
