HISA pursues Churchill Downs over $5.6m in alleged unpaid fees

Enforcement & compliance

The Horseracing Integrity and Safety Authority has launched enforcement proceedings against Churchill Downs Inc. over an alleged $5.6 million in unpaid 2025 assessment fees. HISA scheduled a hearing for 11 March and warned the company could be barred from covered races while fees remain outstanding; Churchill Downs disputes HISA’s account and says the action is regulatory overreach.

A possible racing prohibition or restriction on simulcasting could affect Churchill Downs’ wagering operations.
