Enforcement & compliance

The Horseracing Integrity and Safety Authority (HISA) has charged Rhodes College professor Marshall Gramm with fraud and unauthorised access to confidential horse-health records. HISA alleges he accessed information on thousands of horses over six weeks and used it in betting and horse claims; Gramm denies wrongdoing and says he used his authorised account. HISA is considering sanctions, including a possible lifetime racing ban.

The case could lead to a lifetime ban for a horse-racing bettor and ownership-syndicate operator.
