The Hellenic Gaming Commission reported that about 800,000 people in Greece gambled in unlicensed environments during 2024. It said 72% of those participants also used the legal market, while 28% gambled only in the illegal network; online gambling accounted for 37.1% of total gross gaming revenue.

Operators and regulators can use the figures to assess illegal-market reach and its overlap with legal gambling in Greece.
