A global body has warned that a betting ban in Brazil would end sports oversight. The report says the ban is expected to shift around R$25bn to underground platforms, based on a calculation by H2 Gambling Capital.
The International Betting Integrity Association says Brazil’s Provisional Measure 1.394/2026 removes licensed operators’ duty to report suspicious betting and limits authorities’ access to bettor account data. It cited 25 alerts in 2025, compared with seven in 2024, while cautioning that alerts indicate suspicion rather than proven match-fixing.
H2 Gambling Capital estimated that BRL20bn to BRL30bn could move from Brazil's regulated market to unlicensed operators after a federal measure signed on 25 September prohibited fixed-odds betting operations, offers, intermediation and advertising. H2 said BRL25bn of betting volume could continue outside the regulated system, while BRL15bn could leave the market in the short term; it considered a 2027 reopening more likely than permanent closure.
SOFTSWISS forecasts North American online gambling GGR of $76.6 billion for 2028, representing a 15% CAGR. Its iGaming Trends 2027 report projects 6% annual growth in Europe and warns that higher taxes and product restrictions could push players towards unlicensed operators.
H2 Gambling Capital estimates that Brazil’s ban on regulated online betting will shift about R$25bn in annualised spending to unlicensed operators. Its central forecast assumes the regulated market closes and stays closed, while its working view is that it may reopen in 2027; the estimates depend partly on payment-channel blocking and how long the ban withstands legal and political challenges.
