EU court upholds Italy’s dual authorisation system for betting

Regulation

The Court of Justice of the European Union ruled in case C-589/25 that EU law does not in principle prevent Italy from requiring betting operators to hold both a state concession and a police authorisation. The court said the system may be justified by the prevention of crime, including organised crime in gambling. The national court will apply the ruling to the dispute involving 23 PLAY Srls and the Ragusa police authority.

Operators serving Italy must account for both state concessions and police authorisations under the system considered by the court.
