Cuiabá Mayor Abílio Brunini sent the city council a bill to repeal the law authorising a municipal lottery, the report said. The proposal follows a precautionary ruling by Brazil’s Supreme Federal Court suspending municipal lottery operations nationwide and is being considered under an urgent procedure.
If approved, the bill would end the legal basis for Cuiabá to operate a municipal lottery.

Reportedly, Brazilian federal deputy Rodrigo Rollemberg introduced Bill 2.972/26 to repeal Law 14.790/23. The proposal would prohibit physical and online fixed-odds betting, associated payments, advertising and sponsorship, with fines reaching BRL2bn. It requires committee scrutiny and approval from both the Chamber of Deputies and Senate.
A bill introduced in Manaus would make municipal social benefits conditional on recipients not placing bets online or participating in other gambling, according to the report. The proposal has not been voted on and would allow a 90-day benefit suspension for review, with repeat cases potentially leading to cancellation and a three-year exclusion from new municipal programmes.
Deputy Marangoni introduced bill PL 5982/2025 in Brazil’s Chamber of Deputies on 26 November, proposing rules for state and municipal lotteries. The proposal covers operation, oversight and revenue allocation, and would require public operation or concessions of up to 15 years, with minimum allocations for specified public-service areas.
Brazil’s Supreme Federal Court suspended its hearing on a challenge to municipal laws governing lotteries and sports betting on 4 November 2026. President Edson Fachin agreed to consider the case alongside other proceedings on betting, lotteries and games of chance; the court has set no date for resuming the hearing.
On Wednesday the 4th, the full bench of the Supreme Federal Court (STF) halted its consideration of ADPF 1212 once the report had been read and the oral arguments delivered. The court has not fixed a date for the proceedings to pick up again.
Brazil's STF has accepted Itaquaquecetuba and Abrasf as participants in ADPF 1.212, bringing approved participation requests to 14. The case examines whether municipalities can establish and operate public lotteries. Justice Nunes Marques previously suspended municipal laws authorising lotteries and gambling and ordered operations to stop.
