Castilla y León's draft general budget for 2027 projects €59.3m in revenue from gambling taxes, according to the budget document. The draft does not propose changes to the rules governing betting or to the tax legislation applying to bingo, gaming machines and casinos, which has been in force since 2024. The figures are forecasts included in the 2027 budget bill and remain subject to the processing and approval of the regional accounts.
The projected receipts comprise €11.78m from the state gambling tax transferred to the region and €47.52m from taxes managed directly by the Comunidad, according to the budget forecasts. The document estimates a 2% reduction in overall receipts compared with 2024. It attributes the fall in regional revenue, among other factors, to part of land-based gambling activity moving online, where taxation is handled at state level.
The budget also includes €1.667m in tax benefits for the sector, linked to operators maintaining their workforces. Of that amount, €1.551m corresponds to the reduced 15% rate applied to electronic bingo halls, while casinos receive tax incentives valued at €116,000.
The document does not quantify certain smaller exemptions and benefits whose administrative cost exceeds the estimated economic impact. These include the exemption for the game of chapas and for some raffles and tombolas without profit motive with prizes below €3,000.
