Brazil's Senate approved PLP 128/2025 on 17 December, sending it to the president for sanction. The bill raises tax rates on fixed-odds online betting from 12% to 13% in 2026, 14% in 2027 and 15% in 2028; half of the increase is allocated to social security and half to health measures.
The proposed rate increases change betting operators' tax obligations if the president sanctions the bill.

Brazil's Senate Economic Affairs Committee approved a bill on 2 December to raise the tax on fixed-odds betting companies, according to the committee report. The proposed rate would rise from 12% to 15% in 2026 and 2027, then to 18% in 2028. The bill now goes to the Chamber of Deputies unless an appeal sends it to a Senate plenary vote.
The Brazilian Institute for Responsible Gaming (IBJR) said higher taxes on regulated betting platforms could weaken licensed operators and encourage illegal activity. Citing an LCA Consultoria Financeira study, the association said unauthorised platforms account for 41% to 51% of bets in Brazil, with about R$40bn in annual activity and an estimated R$10.8bn in lost tax revenue. IBJR called for enforcement against illegal platforms and support for the regulated market.
Brazil’s Federal Revenue Service collected R$8.747 billion in taxes from betting and gambling, including Caixa lotteries, from January to July 2026, according to figures published by the agency. The total was 76.86% higher than in the same period of 2025; July receipts reached R$1.463 billion, up 6% from June. The figures include federal taxes and social contributions.
Brazil’s Federal Revenue Service reported BRL5.89 billion in tax revenue from sports betting and online gaming between January and May 2026. Collections rose almost 86% from BRL3.17 billion in the same period of 2025, according to figures presented by tax auditors at a briefing attended by Revenue Secretary Robinson Barreirinhas.
ADMIRAL Gaming Network said proposed measures in Italy’s 2027 budget would reduce AWP revenue by 10% and VLT revenue by 15% from 1 January 2027, with VLT concession charges rising 25%. The company warned that the changes could weaken the legal gaming network and called for talks with the government; the measures remain proposed.
ADMIRAL Gaming Network voiced strong concern over measures that the Italian government has provided for in its forthcoming budget law and that hit the amusement machine segment directly. Under the planned tax increase, turnover would drop by 10% for AWPs and by 15% for VLTs throughout the land-based public gaming chain, starting 1.1.2027. Concession charges would also be significantly higher, with a 25% rise for VLTs.
