Brazil’s Federal Regional Court of the Third Region ordered the temporary restoration of CDA Gaming’s betting authorisation on 3 November 2026, according to the report. The order also directed the reactivation of the company’s internet domains and operational, financial and payment services; the company remains subject to applicable rules.

Brazil's Federal Regional Court of the Third Region (TRF-3) ordered the temporary restoration of the betting licence held by CDA Gaming Ltda. The court adopted the decision on 3 November 2026. CDA Gaming holds the Casa de Apostas, Betsul and Jogo Online brands.

CDA Gaming obtained its federal licence in February 2025 and paid 30 million Brazilian reais for it. The authorisation had been due to remain valid until 31 December 2029, but it was revoked early on 25 October 2026 under a provisional measure adopted by the government. The company first appealed to the 26th Federal Civil Court of São Paulo, which rejected its request to suspend the revocation and gave priority to the public interest.

Judge Adriana Pilleggi, a member of the Third Section of TRF-3, raised doubts about the legitimacy of the mechanism the authorities used to end issued authorisations early. According to the judge, revoking a properly purchased licence with no refund of the 30 million reais paid and no compensation has features comparable to confiscation. The judge said the public interest cannot serve as a general justification for suddenly changing the terms of an existing authorisation relationship. The court also expressed doubts about the legitimacy of the daily penalty of 200,000 reais for breaching the government measure.

The court further directed that the company's web domains, along with its operational, financial and payment services, be switched back on so that it can resume business. The ruling leaves the operator bound by the duties set out in Brazilian betting legislation. CDA Gaming stays open to checks by the competent authorities. This judicial protection lasts until the appeal is finally decided, or until the judicial authority issues a fresh order.

The 3 November decision concerns only CDA Gaming and does not automatically restore the licences of other operators affected by revocations. Stake Brasil had obtained a favourable court measure against revocation of its authorisation in October, but the TRF-3 president suspended it the next day at the federal government's request. The report says the Brazilian government could still take new court action to seek suspension or modification of the order, as happened in the Stake Brasil case.
