Brazil's Receita Federal collects R$11.12bn from betting and gambling to September

Regulation · SectorWire deskSource published 3 min read

Brazil's Receita Federal collected R$11.116bn from the taxation of betting and gambling, including Caixa lotteries, between January and September 2026, according to the agency's revenue breakdown by economic division published on Thursday 22 October. The figure is 55.10% higher than the R$7.167bn recorded in the same period of 2025.

In September alone the sector collected R$1.206bn, against R$1.163bn in August, an increase of 3.70% month on month. The amounts cover federal taxes including IRPJ, CSLL and PIS/Cofins, according to the report.

The figures come from the September 2026 monthly analysis, presented by Claudemir Malaquias, head of the Centre for Tax and Customs Studies, and Marcelo Gomide, coordinator of forecasting and analysis at the Receita Federal.

September was the last full month in which licensed betting houses operated normally. Provisional Measure No. 1.394/2026, which prohibits fixed-odds betting in the country, was issued by President Luiz Inácio Lula da Silva on 25 September, so the measure's effect on revenue will only begin to appear in the October figures, according to the report.

Gomide said fixed-odds betting companies paid R$3.72bn in legal allocations from January to September, meaning funds passed to beneficiaries under Law No. 14.790/2023 such as sport, tourism and public security, and a further R$3.14bn in federal taxes and contributions including income tax, PIS and Cofins. He said the companies still collected normally in September because the measure was published at the end of the month.

Malaquias said part of the revenue linked to the sector will continue to reach public coffers because the measure does not cover all modalities. He said the prohibition applies to betting through platforms and does not cover all betting.

After a 20.51% contraction in August, attributed in part to a post-World Cup slowdown, September brought a moderate recovery of 3.70%. The result was below the level of R$1.4bn per month seen between April and July. Compared with September 2025, when the month accounted for R$1.310bn, September 2026 was down 7.94%. The monthly average for 2026 stood at R$1.235bn.

Brazil collected R$9.95bn from betting and gambling taxation over the whole of 2025. With R$11.116bn in nine months, 2026 already exceeds last year's full total by 11.72%, or R$1.17bn more. BNLData's August projections of a full-year total between R$14.6bn and R$15.5bn no longer apply because of the prohibition. From October, collections depend only on modalities not covered by the measure, such as Caixa lotteries, without fixed-odds betting, which contributed R$6.86bn in taxes and legal allocations in the first nine months of the year.

The September figures were published three days before the second round of the presidential elections. The measure's future remains open: in Congress it must be voted on to remain valid, and at the Supreme Court (STF) Justice Luiz Fux, rapporteur of the actions challenging the prohibition, is expected to rule after the second round, according to the report.
