Regulation · SectorWire deskSource published 2 min read

Brazil's federal revenue from lotteries and fixed-odds betting reached R$11.116bn (US$2.2bn) between January and September 2026, according to data released by the Receita Federal and. The nine-month total exceeds the R$9.95bn (US$1.97bn) recorded for the whole of 2025. The figures cover the last full month of normal activity before Medida Provisoria 1.394/2026 of 25 September barred regulated online betting.

September collections were R$1.2bn (US$237.8m), 3.7% higher than August, when they reached R$1.16bn (US$203.4m). The source states that the figures comprise various taxes and allocations linked to lotteries and betting, not only taxation on gross gaming revenue (GGR).

Marcelo Gomide, coordinator of forecasting and analysis at the Receita Federal, said September's data reflected the sector's usual activity before the measure could have a significant effect on collections. "Recaudaron en septiembre normalmente porque la medida provisoria es de fines de mes", Gomide said.

Medida Provisoria 1.394/2026, published on 25 September, prohibited the offering, operation and advertising of regulated sports betting and online games in Brazil. The text must be examined by the National Congress within 120 days or it will lose effect. The measure is also the subject of actions before the Supremo Tribunal Federal. The source states that the effect of the prohibition on federal revenue will become clearer in the coming months, when data for full periods after the measure are published.
