Brazil lawmakers submit 97 amendments to betting prohibition

Regulation

Brazilian lawmakers submitted 97 amendments to Provisional Measure No. 1.394/2026, which prohibits fixed-odds betting, the report said. Five amendments were withdrawn, leaving 92 for congressional review; proposals include restoring licensed operations under tighter rules. The joint committee appointed on 30 September had not yet been constituted, and the measure was due to begin blocking Congress's agenda on 9 November and expire on 23 November.

The amendments could determine whether licensed betting returns and what restrictions apply before the measure expires.
