Botafogo and Cruzeiro lawyers challenge Brazil betting ban at STF hearing

Regulation

Lawyers representing Botafogo SAF and Cruzeiro challenged Brazil's Provisional Measure 1.394/2026 at a public STF hearing, according to a report. Udo Seckelmann argued that the government had not cited a country where banning online betting met its stated aims; José Francisco Manssur also spoke against the measure. Seckelmann cited estimates that Greater China accounts for about half of illegal global betting, valued at US$340 billion to US$1.7 trillion annually.
