Arden Consult says over 60% of Philippine gaming administrators fall below revenue benchmarks
Arden Consult said more than 60% of licensed Philippine online gaming system administrators were below new minimum revenue benchmarks, based on second-quarter run rates. The consultancy said PAGCOR’s minimum guaranteed fees could pressure smaller operators; the first phase took effect on 1 July and runs through the end of 2026.
The minimum fees may increase costs for operators whose revenue is below the required benchmarks.
