Italy’s ADM published the final PSQF 5.0 communication protocol for fixed-odds sports betting, alongside a document on additional information categories. Both are scheduled to enter production on 16 March 2026, and concessionaires must use the new messages and technical specifications.

Brazil’s Ministry of Finance changed tax-collection rules for fixed-odds betting operators in Portaria SPA/MF 784, published on 23 March. The measure makes revenue code 9197 the required code for specified social-security contributions paid through DARF and takes effect on 1 April 2026. It also revokes Portaria SPA/MF 2.219.
Brazil’s Decree 12.808/2025 establishes rules on liability for taxes linked to irregular fixed-odds betting, according to the decree description. Banks, payment providers and advertisers may be held jointly liable if, after formal notice, they fail to restrict activity within set deadlines or enable transactions with unauthorised operators. The Finance Ministry’s Secretariat of Prizes and Betting is to issue procedures, deadlines and sanctions.
PAGCOR will require four integrated resorts in Manila's Entertainment City to begin converting gaming tables to smart-table technology from 1 January 2027. Chairman and CEO Alejandro Tengco said the initial requirement covers City of Dreams Manila, Okada Manila, Newport World Resorts and Solaire Resort Entertainment City, with baccarat tables first; the deadline is to start conversion, not complete it.
Brazilian Finance Minister Dario Durigan announced that a ban on online sports betting will take effect on 6 October, according to reports. The measure bars new account deposits and allows users to withdraw funds until 5 October. Durigan said a directive to app stores to block betting sites was planned for 6 October.
Brazil’s tax reform establishes a Selective Tax that will be included in the calculation bases for CBS and IBS, with the changes taking effect from 2027. The Federal Revenue Service said unclaimed prizes held in an operator’s account cannot be deducted; the report describes a 15% rate only as a hypothetical example.
