Summary

Greece's Hellenic Gaming Commission (ΕΕΕΠ) presented survey findings estimating that about 900,000 people took part in unlicensed gambling in 2023, online or on land. The survey, carried out by ΚΑΠΑ Research among 5,800 respondents between early January 2023 and late February 2024, found 10.4% had played illegally at least once in the previous 12 months. Spending on unlicensed operators was estimated at €1.7bn, of which €1bn online and €700m land-based.

Why it matters

The estimate puts unlicensed play at €1.7bn, a revenue pool licensed Greek operators and their suppliers are losing.
