Spain’s Royal Decree 813/2026 requires matching gambling account and payment holders
Royal Decree 813/2026, in force since 28 October, requires online gambling operators to verify that the account holder and payment-method holder are the same person for deposits and withdrawals. Lawyer Pedro López said operators must also review existing customer records; a six-month transition period runs until 28 April 2027. During that period, existing customers may continue depositing and playing, but cannot withdraw winnings until their payment method has been verified.
Operators must update identity and payment checks across existing accounts while managing restrictions on customer withdrawals.
