South Africa proposes voluntary gambling exclusion and operator duties

Regulation

South Africa’s National Gambling Board published proposed amendments to the National Gambling Regulations, 2004, in Government Gazette No. 54106, issued on 10 February 2026 by Trade, Industry and Competition Minister Mpho Franklyn Parks Tau. The draft would introduce a voluntary exclusion programme and require operators to report exclusion notices to the Board on receipt and submit internal controls within 90 days of the regulations taking effect.

The proposed measures would require gambling operators to process exclusions and establish controls for enforcing them.
