In brief
- SAPAR was due to meet ADM and other trade associations on 30 October 2026.
- Talks were to cover VLT management and a proposed one-point PREU rise for slots and VLTs.
- SAPAR says the rise could cut investment and machine numbers and risk closures.
SAPAR was due to meet Italy's Customs and Monopolies Agency (ADM) and other gambling trade associations on the morning of 30 October 2026 at the agency's headquarters, the association said. The meeting was called to examine proposals for more efficient management of VLT machines and was also to address the announced one-percentage-point increase in PREU for slots and VLTs set out in the 2027 budget law, according to the association.
SAPAR was to be represented by its president, Sergio D'Angelo. Acadi, Acmi, Agic and As.Tro were also due to attend, the association said.
SAPAR said it would restate its position at the meeting. The association said a further PREU increase would be very dangerous for the survival of small and medium-sized businesses in the gambling sector, many of which are already under pressure, and that adding a new tax burden without addressing the sector's structural problems risks pushing them beyond the limit.
According to SAPAR, the one-point rise would not be limited to a budget line: it could lead to forgone investment, a reduction in the machines managed and, in the hardest cases, the closure of a business. The association said a tax measure cannot be set without regard to what happens along the supply chain, and in particular to operators, whom it described as essential for player protection, the efficiency of the system and the safeguarding of revenue interests.
SAPAR also said that expecting higher revenue from a one-point PREU increase would be a serious error, arguing that such a measure would reduce the number of companies and active machines in the territory and thereby substantially reduce the revenue forecast in the 2027 budget law.
