Russia considers single-operator online gambling proposal with 30% revenue payment
Russia is considering a proposal to legalise online gambling through a single authorised operator, reportedly after Finance Minister Anton Siluanov asked President Vladimir Putin to review it. The proposed operator would pay the government at least 30% of revenue after winnings each month, and the model could generate about ₽100 billion annually for the federal budget; no change to land-based rules was announced.
Operators and investors would face a proposed state-controlled market model rather than an open licensing framework.
