Petro government proposes permanent 19% VAT on Colombia online gambling

Regulation

Colombia’s government proposed making the 19% VAT on online games of chance permanent in a tax reform filed on 20 July, according to the proposal. It estimates the measure would raise about COP1.7 trillion in 2027; the wider reform aims to generate COP21.8 trillion that year. Earlier gambling tax measures and reform bills have not secured lasting approval, and the Constitutional Court struck down Decree 1474 of 2025.

If approved, the proposal would make online gambling VAT permanent, shaping operators’ ongoing tax obligations.
